Now Available: Largest Grants Ever to Upgrade for Flex Fuels

New Federal HBIIP Funds Cover up to 75% of Equipment Costs for Small Stations.

Applications for $450 million in USDA grant money to upgrade retail fueling infrastructure for E15 and E85 opened July 1, 2023.  The funds, which are the latest in the government’s “Higher Blend Infrastructure Incentive Program,” or “HBIIP,” will be distributed over the course of five consecutive quarters in tranches of $90 million per quarter through Q3 of 2024. It’s far and away the largest cash allotment the feds have carved out to support station owners. The grants are part of the Biden administration’s “Inflation Reduction Act,” which includes significant dollars to spur development of renewable energy.

The HBIIP application process is straightforward but takes time. If you can't get your application done by the end of the a quarterly deadline, you may need to re-enter it.

The program is designed to give particular assistance to smaller stations owners, who may be eligible for awards that cover as much as 75% of their equipment costs. In other words, it’s never been easier to upgrade equipment and gain competitive advantage with flex fuels on the slate — including the highly profitable E15.

E15 is approved to run in 90% of the US automotive fleet — every car and light duty truck build since model year 2001. Learn more about E15 here.

Highlights of the latest round of HBIIP grants:

  • $450 million total for flex fuel equipment
  • $90 million awarded per quarter for five consecutive quarters
  • Small station owners may be eligible to have up to 75% of their upgrade costs covered
  • Hundreds of independent station owners have used the HBIIP funds to upgrade their operations since the program’s inception

The HBIIP program was designed “to increase significantly the sale and use of higher blends of ethanol and biodiesel by expanding the infrastructure for renewable fuels derived from U.S. agricultural products,” according to USDA.

Station owners who want a shot at that trove of funding can apply for it with the help of Flex Forward, a fuel marketer program initiated by the American Coalition for Ethanol.
